Role
The Technical Units within the Malta Council for Science and Technology (MCST) are responsible for the following key areas:

  • Managing National and International Research and Innovation (R&I) Programmes;

  • Providing policy and strategic advice to government in the areas of Science, Technology,

  • Research and Innovation, as well as Space;

  • Performing the role of national contact organisation for the EU Framework programme;

  • Raising the profile of Science and Technology in Malta.

  • This position focuses on establishing and maintaining strong relationships with external stakeholders, promoting the organisation's initiatives, and securing new bilateral agreements to advance the Space sector in Malta. The role requires a combination of strategic thinking, communication skills and networking abilities.


Duties

  • Contribute to the implementation of the Malta Space Strategy 2023 – 2027, with specific focus on matters concerning international regulatory compliance of Space activities.

  • Support the direct implementation of the new Malta Space Activities Act, including developing cooperation with UNOOSA and continuous benchmarking of relevant Space legal standards with other Space jurisdictions.

  • Act as internal coordinator for the development and maintenance of any necessary SOPs outlining step-by-step instructions for various processes, including Space regulatory compliance, and forward planning of funding programmes.

  • Serve as the primary liaison within MCST, and between MCST and the European Space Agency (ESA) and other Space funding agencies during the pre-award phase for the submission of project proposals.

  • Assist the Research and Innovation Unit within MCST, as and when required, with managing National Research and Innovation initiatives (Space projects, ESA

  • Traineeship, ESA Education Programme).

  • Facilitate communication with clients, answer inquiries and address any clarifications to ensure satisfactory take-up of Space programmes and initiatives as managed by MCST.

  • Contribute to the enhancement of participation levels within the MCST’s Space programmes and initiatives, including attention to private-sector participation.

  • Develop and maintain MCST’s active participation across several international Space associations and think tanks, including representation tasks as and when required: EURISY; Space Climate Observatory; the European Space Policy Institute (ESPI); and the European Remote Sensing Association.

  • Plan and execute engaging science outreach events, and workshops to showcase MCST’s Space research projects. Collaborate with researchers and educators to develop content that translates abstract Space scientific concepts into accessible and interactive formats.

  • Contribute and assist with the development of Space digital content including, but not limited to, social media, blogs and podcasts.

  • Assist the MCST’s communications team to coordinate media features and coverage of Space research projects and events.

  • To perform other job-related duties as assigned by the unit’s Director and / or his / her delegate. The list is not exhaustive, and management may change or add tasks if and when required, and according to the exigencies of MCST and its subsidiaries.


Requisites

  • Master’s qualification at MQF Level 7 in Science or Engineering or IT, or a comparable professional qualification recognised by MFHEA (MQRIC if applicable), and preferably a minimum of one (1) year relevant work experience. Education and / or work experience in Space policy and / or Space / Aerospace regulation, Geographic Information System, remote sensing, exploitation of satellite data, IT, data science or computer science will be considered an asset.


Or

  • Bachelor’s qualification at MQF Level 6 in Science or Engineering or IT, or a comparable professional qualification recognised by MFHEA (MQRIC if applicable), and preferably a minimum of three (3) years’ relevant work experience. Education and / or work experience in Space policy and / or Space / Aerospace regulation, Geographic Information System, remote sensing, exploitation of satellite data, IT, data science or computer science will be considered an asset.
