The Role
The FIAU is the national competent authority responsible for monitoring AML/CFT compliance by subject persons. This function is entrusted to the Supervision Section within the FIAU. To fulfil this function, the Supervision Section is responsible for carrying out AML/CFT risk assessments at sectoral and entity level, carrying out supervisory interventions, including compliance examinations of subject persons to assess their compliance with AML/CFT obligations and guiding subject persons in implementing remedial action plans to address weaknesses in their AML/CFT compliance framework. The role is focused on the supervisory function of the Section, specifically the Senior Manager will be overseeing and leading the teams conducting supervisory interventions.

​Duties and Responsibilities

  • Assisting the Head of the Supervision Section in managing and providing strategic direction to the Section and ensuring the effective implementation of its supervisory function;

  • Assisting the Head of the Supervision Section in establishing and implementing risk-based supervisory plans and cycles to ensure the effective supervision of subject persons;

  • Overseeing the operations of the teams conducting supervisory interventions, in all sectors in which subject persons operate to ensure adherence to FIAU internal policies, agreed working practices and standards, overall achievement of the supervisory strategy, and ensuring efficiency of operations and use of resources. To this effect, the Senior Manager is required to put in place systems to monitor the day-to-day operations of the relevant teams such as by reviewing records, reports, and other documents compiled by supervision staff;

  • Provide guidance and direction to the teams during the conduct of supervisory examinations, and other ongoing projects.

  • Developing internal policies and procedures required for effective risk supervision practices and recommend areas where these can be improved for more effective and efficient achievement of goals;

  • Liaising, coordinating and cooperating with various Competent Authorities including the Malta Financial Services Authority / Malta Gaming Authority / Sanctions

  • Monitoring Board / the National Coordination Committee for the Prevention of Money Laundering and Funding of Terrorism / the Malta Police and others as may be required from time to time;

  • Assisting the Director, Deputy Director and Head of the Supervision Section in the FIAU’s overall strategic planning and decision-making;

  • Providing advice to the Head of the Supervision Section, Director, the Board of Governors and other sections of the FIAU on risk and supervision matters;

  • Providing guidance and support in the implementation of FIAU ad hoc projects;

  • Drawing up studies, and research papers on various matters relating to risk and supervision;

  • Representing the FIAU at international meetings, fora and workshops;

  • Assisting in the compilation of questionnaires and assisting in other tasks related to evaluations, assessments and research being undertaken by various local and international bodies such as the EU, Egmont, MONEYVAL, the FATF, amongst others;

  • Providing training on AML/CFT matters during seminars and events organised by the FIAU and other bodies, and collaborating with the Legal Affairs Section of the

  • FIAU in the issuance of AML/CFT guidance documents;

  • Fulfilling any other duties delegated by the Director, Deputy Director and Head of Section.


Requirements

  • Applicants must be in possession of a recognized qualification at MQF Level 6 in Law, Accounting, Audit, Banking and Finance, Financial Services, Insurance, Economics or in any related subject, coupled with 7 years relevant experience, 3 of which should be in a managerial role. Relevant qualifications in management will be considered an asset;

  • Applicants should be proficient in the laws that govern the prevention of money laundering and financing of terrorism in Malta and relevant international standards and EU legislation in the area;

  • Sound knowledge of the relevant EU Directives and related domestic legislation that govern financial, gaming and ancillary services, and familiarity with the operations of the regulated sectors will be considered as an asset;

  • Candidate should possess excellent written and verbal communication skills in the English language.
