The Foundation for Medical Services is seeking to recruit a Senior Structural Engineer to join its team.

Reports to: Head of Architecture or his / her named delegate / FMS CEO and / or his / her named delegate/s.
Main objectives of the position
The Senior Structural Engineer, along with the other Senior Architects within the department, shall act as the right hand of the Head of Architecture and Civil Engineering, assisting the Head in the responsibilities of the FMS’s Architectural department’s design process, formulation of tender documents, improvement of methods and liaison with other departments.
The Senior Structural Engineer will also be responsible to direct and manage staff within the department as required, act as a mentor to members of the team and lead the team as necessary for every task assigned to the department. The Senior Structural Engineer shall be accountable for the overall quality of the design and for all tasks to be delivered in a timely manner.

Leadership duties
- Assisting the Head of Architecture and Civil Engineering in all aspects of the work;
- Representing the Head and FMS in meetings and chairing of meetings as necessary;
- In the absence of the Head of Architecture or as delegated, be the point of contact on behalf of the Architecture department, presenting and outlining the structural aspects of the projects at hand;
- Day-to-day administration of the departmental teams assigned to the Senior Structural Engineer;
- Will have access to vacation leave information system and advise superior on the requests for leave of employees under his / her lead on how this will impact the projects / operations. Approves or declines vacation leave requests in the absence of the direct superior;
- Substituting the Head of Department when absent;
- Provide feedback to superiors about the performance of employees under his / her lead. Such feedback will be included in the annual performance appraisals of employees under the Senior Structural Engineer’s lead;
- Advise the Head of Department on to whom to assign tasks / projects and once agreed lead the team until successful completion of the assigned task / project. The Senior Structural Engineer shall delegate works to Architects, Draughtspersons and Site Coordinators;
- Coordination of the Architecture team with Project Managers, Engineers, IT, Cost Managers, the Health and Safety Manager and Finance department;
- Quality assurance of the architectural aspects of the project and assigning tasks related to quality control to Architects, Draughtspersons and Site Coordinators;
- Formulation, adherence and training of S.O.Ps;
- Ensure that the Architecture team adheres to document control procedures and S.O.P.s. Advise head when there are any issues on these items;
- Perform any other managerial tasks related to the Architecture department which the FMS top management may assign.
Technical duties
- Lead the FMS Technical team to design structures for new and existing buildings, ensuring that the architectural, engineering and client requirements are respected throughout;
- Liaise with the Planning Authority, Cultural Heritage and other entities as required to ensure that the projects can proceed with the required authorizations;
- Monitor the execution of the contract works as well as commissioning, to ensure compliance with the specifications and designs from a quality and workmanship perspective;
- Provide assistance in the assessment of the value of contract variations and the issuing of interim payment certificates;
- Assess existing buildings, and perform surveys and condition reports. Recommend any testing required to determine the actual condition of the building structure and recommend remedial works required. The buildings may have different construction materials and methodologies;
- Lead the team to design solutions to structural issues in existing buildings, ensuring that the most efficient and effective materials and methodologies are employed;
- Lead the team to provide various pre-design services which may include preparing feasibility studies, site analysis, developing client’s brief, preparing design requirements and criteria, also developing client recommendations accordingly;
- Prepare structural designs, technical details, and construction drawings;
- Prepare estimate cost reports;
- Other responsibilities related to services offered by a professional Engineer and meeting any necessary additional requirements commensurate with his professional qualifications and experience;
- Assist with, review and approve the procurement of works, goods or services and the preparation of reports, works programmes, budgets and cash flows;
- Work in close collaboration with the other FMS teams; including engineers, design technicians, quantity surveyors, site coordinators as well as other FMS team members in order to ensure that high-quality products and services are delivered to the clients. This includes identifying any potential pitfalls and ensuring that a consistent and coordinated product results;
- Completing detailed planning of projects, managing and coordinating them, and of staff and contractors on a daily basis, from the design stage through to completion, handing over to the client and beyond;
- Assisting clients in developing project briefs which satisfy their requirements, advising them on potential enhancements and modifications which ensure that the best quality and value are achieved throughout every project which is initiated;
- Assisting in the determination of tender particular conditions of the contract, thus ensuring that the client interests are safeguarded throughout the project execution;
- Oversee design drawings, materials, technical specifications, submittals and provide necessary recommendations;
- Preparation of the tender documents such as Technical Specifications Terms of Reference, and Drawings thus ensuring that the scope of works, level of quality and workmanship are clearly defined;
- Mentoring, giving technical guidance and quality control of project contents;
- Reviewing contractor designs and signing of certificates of payment to contractors;
- Providing advice on architecture and civil engineering issues to the Head;
- Reviewing and commenting on the contractor’s submittals and progress reports, maintaining daily, weekly and monthly site diaries as appropriate and keeping the Head of Architecture informed on the progress of the works and any problems or issues that may affect the quality, cost or completion programme, and preparing monthly progress reports and updating of Programmes of Work, identifying potential delays and recommending corrective actions;
- Monitoring the installation of the contract works to ensure compliance with the contractual programme, drawings, specifications and the relevant specifications and bringing any matters of concern to the attention of the FMS;
- Taking part in commissioning processes of completed projects, and report on their state to the Project Leader / Head of Architecture with recommend necessary actions;
- Creating snag list as necessary;
- Being aware of the contractual obligations of the client and contractor and acting in a fair and reasonable manner so that always the interests of the client are safeguarded;
- Assist the Head of Architecture in reporting, governance and strategic tasks related to the Architecture department and the projects entrusted to the FMS.
- Act as a technical reference point within the project teams and beyond, offering technical guidance to staff members and quality control of assigned projects.
- Determine the design, implementation and technical high-level strategy over a number of projects together with the Senior counterparts and the Head of Architecture;
- Coordinate project post-hand-over support up to the closure of snags including the formulation of facilities management tender / contract and arbitration;
- Carry out any other duties which may be requested by the Management from time to time.
Qualifications and experience
- A Bachelor’s degree at MQF Level 6 in Architecture and Civil Engineering with Structural Engineering as the professional stream or an equivalent, relevant and accredited qualification in Structural Engineering at MQF Level 6 or higher;
- Maltese warrant to practice (applicants who do not hold a Maltese warrant to practice shall still be considered valid candidates, given that they are eligible to obtain the warrant if chosen for the position).
Experience
- A minimum of 10 years of professional experience in Structural Engineering;
- Knowledge of local building laws and regulations, Planning Authority procedures and policies;
- Knowledge of local building construction practices.

- AutoCAD proficient;
- Writing of works and materials specifications relating to civil and finishing works;
- Proficient in the English language, both written and verbal;
