The Foundation for Medical Services is seeking to recruit Electrical Engineers who shall form part of the Foundation for Medical Services team.

Main duties and responsibilities
The Engineer will form part of an Engineering team. The job includes but is not limited to the following duties and responsibilities:

  • Preparation of technical and costing proposals for new projects

  • Preparation of designs, technical specifications and bills of quantities for specific projects

  • Preparation and taking responsibility for concept and preliminary engineering solutions for detailed design

  • Provide support and direction to other members of the team including draughtspersons, technicians, leading hands, foremen and works coordinators

  • Responsibility for completing the detailed planning of the projects

  • Evaluation of tenders and designs, specifications and approval of the requested materials, manpower and works

  • Monitoring the installation of the contract works to ensure compliance with the contractual programme, drawings, specifications and the relevant specifications and bringing any matters of concern to the attention of the Head

  • Taking part in commissioning processes of completed projects, reporting on their state to the Head and recommending necessary actions

  • Reviewing and commenting upon the contractor’s progress reports

  • Maintaining daily, weekly and monthly site diaries as appropriate and keeping the Head of Engineering Services informed on the progress of the works and any problems or issues that may affect the quality, cost or completion programme

  • Attending meetings with the contractor / designer as needs dictate and where requested, to represent the Head

  • Being aware of the contractual obligations of the Client and Contractor and acting in an appropriate manner so that at all times the interests of the Client are safeguarded

  • Liaising with and providing technical guidance and support to Site Coordinators

  • Reviewing the in-house design and contractor’s design and construction submittals as necessary and advising the Head on any matters that would prevent the Project Manager from giving the contractor consent to proceed with the works

  • Provide all necessary assistance to the Head of Engineering Services and Quantity Surveying department in the procurement of works, goods or services and the preparation of reports, works programmes, budgets and cash flows

  • Assist the Quantity Surveying department in the preparation of tender / contract documents, including Bills of Quantities and Specifications, as required

  • Provide assistance to the Quantity Surveying department in the assessment of the value of contract variations and the issuing of interim payment certificates

  • Liaising as necessary with the other members of the Client’s project management team to support the overall project cost and time objectives set for the Ministry Capital Projects

  • Managing multiple projects from the design stage through to completion and handing them over to the client

  • Chairing architecture and engineering quality control meetings with consultants and contractors

  • Supervise and quality control of the Engineering Services aspects of the projects and any other such building

  • Check the Certificates of Payments for Works carried out by the Contractors and measured by the Quantity Surveyor

  • Certification of electrical power and extra low voltage installation

  • Assess change orders (variations)

  • Ensure that all parties involved are kept fully informed of progress

  • Identify potential delays and recommended corrective actions

  • Ensure that Client requirements are clearly identified and met

  • Provide all necessary assistance to the Project Manager, Planning Manager and Quantity Surveying department in the procurement of the works, goods or services and the preparation of reports, works programmes, budgets and cash flows

  • The above list is not exhaustive and the Engineer will be expected to provide and meet any necessary additional requirements to commensurate with his professional qualifications and experience


The Engineer will form part of an Engineering team. The job includes but is not limited to, carrying out managerial and professional duties within the entity grounds and other buildings under the management's responsibility. The job covers the Electrical (both ELV and Power) systems for minor new work requests and projects.

Amongst others, these include: Fire detection and alarms, water detection system, nurse call system, access control, door automation, CCTV, radio and TV distribution systems, substations, 11kV and LV systems, earthing, bonding and lightning protection, interior, external and emergency lighting, aircraft warning lights, un-interruptible power supplies, isolated power systems and emergency generators.

  • Responsibility for the provision of assistance and suggestions to the Engineering Director in all aspects of the work

  • Act as Project Leader for any project assigned as necessary

  • Attending and chairing as necessary meetings with various stakeholders including the Engineering team, consultants and contractors

  • Preparation of existing installations analysis, surveys, condition reports and feasibility studies

  • Preparation of technical design and specifications, bills of quantities, costing proposals (estimates) and site instructions to contractors for the implementation of works related to minor modifications and new projects (that can also be of a maintenance nature)

  • Provide training, support and direction to subordinates and other members of the Engineering team as necessary

  • Taking part in commissioning processes of completed projects and reporting on their state to his / her Superior with recommended necessary actions

  • Being aware of the contractual obligations of the Client and Contractor and always acting in an appropriate manner so that the interests of the Client are safeguarded

  • Contract management and enforcement by managing and monitoring the installation of the contract works to ensure compliance with the contractual programme, drawings and specifications and bringing any matters of concern to the attention of the Director

  • Reviewing contractor’s design, construction submittals and reports as necessary

  • Managing multiple projects from the design stage through to completion and handing them over to the client

  • Maintaining daily, weekly and monthly site diaries as appropriate and keeping the Director informed on the progress of the works and any problems or issues that may affect the quality, cost or completion programme

  • Check the Certificates of Payments for works carried out, services rendered by and material supplied by third parties

  • Assess change orders (variations)

  • Keeps the employer’s objectives and policies as a priority, complies accordingly, and mediates with subordinates or workers detailed with him, in order to achieve such targets

  • Ensures that all jobs are carried out in a safe manner and that all the safety equipment/clothing is readily available, maintained and used accordingly

  • Liaises with other Engineering team members, medical staff, sub-ordinates or workers detailed with him, drawing office, suppliers and contractors and assists them as necessary in order to coordinate and perform the respective tasks to ensure successful project completion

  • Keeps updated daily records of the subordinates’ attendance and approves as necessary beforehand any time-off and / or vacation leave requested

  • Immediately reports to his superior any occurrence of injury on duty

  • Must input all the relevant data into the computer and be able to issue reports as necessary or when instructed to do so

  • Recording, prioritising and distributing effectively all the jobs to be done by his / her subordinates or workers detailed with him

  • Reads and understands drawings and specifications, explains such information to sub-ordinates or workers detailed with him and works accordingly

  • Management of contracted out works related to the services and systems under his charge by contacting the contractor, co-ordinate (keeping in mind the requirements of the hospital environment), supervising works and liaising with the contractor in order to rectify works according to current practice and / or regulations and / or technical specifications and certify the satisfactory completion of works

  • Follows to completion of tasks submitted by his / her superior

  • Drawing up technical specifications, providing possible sources of supply and carrying out the evaluation of tenders for all the works, services, and material

  • Carries out all the necessary paperwork and other actions that may be required for the procurement of the works, services, and materials as necessary

  • Liaises with stores to check that orders made are being duly purchased with unnecessary delays and that required stock levels are being adhered to

  • Perform other duties and follow to completion tasks commensurate with his professional qualifications and experience as necessary according to the exigencies of the service


Job criteria
By the closing date and time of this call for applications, applicants must have:

  • A recognized and accredited Electrical Engineering Bachelor’s degree at MQF Level 6

  • Warrant to practice as Engineer. (applicants who do not hold a Maltese Warrant to Practice as Engineer shall still be considered valid candidates, given that they are eligible to obtain the warrant if chosen for the position)

  • A minimum of 5 years of professional experience or 3 years experience after obtaining a warrant


Other pre-requisites

  • Work experience in the management of construction projects will be considered an asset

  • Proficient in the English language, both written and verbally

Type of contract and salary range

  • Contract Type: Indefinite contract with 12 months probationary period

  • Salary: An attractive salary package, including allowances and a performance bonus, is being offered with this position
