1.0 Introduction
The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Professional Officer (Communications) (Grade V) with the Agency.

The Professional Officer (Communications) will assist the Communications Unit within the Office of the CEO in performing tasks related to the promotion of EU-funded projects in which EWA is participating.

The Professional Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.

2.0 Duration of Assignment and Conditions
The position of Professional Officer (Communications) is on a 3-year definite contract basis and subject to a probationary period of 12 months.

3.0 Duties
The duties of Professional Officer (Communications) may include inter alia:

  • Works closely with the Senior Professional Executive and the Professional Executive (Communications) within the Office of the CEO in the undertaking of the activities carried out by the Communications Unit in relation to the promotion of EU-funded projects in which the Agency is participating including the (but not limited to) Clepsydra, Urwan, Locall4Flood, GEMS projects, co-funded under the Interreg EuroMed and the Interreg Europe Programmes;
  • Undertake tasks, as directed, in the fields of communications and marketing in both conventional and digital formats;
  • Contribute to the drafting and implementation of the Agency’s annual Marketing and Events Plan as directed by the Professional Executive (Communications);
  • Contributes, as directed, to the execution of marketing campaigns, activities and events by related to the implementation of related actions under EU-funded projects;
  • Undertake tasks, as directed, and contribute to the material being published on the online platforms of the Agency, including the websites and social media platforms;
  • Undertake tasks, as directed in relation to the compilation of reports and ensure the progression of the activities allocated within the projects;
  • Contribute, as directed, to the undertaking of the procurement required by the marketing and communication section;
  • Be familiar with the coordination of financial budgets allocated for the implementation of marketing and communications activities;
  • Be familiar with the work being carried out by other units within the Agency such as schemes, locally and other EU-funded projects;
  • Supports Management as required reporting, and other related reporting that fall within the competence of the Communications Unit;
  • Keeps abreast with the latest legislation, regulations and / or directives directly or indirectly related to the finance and administration of EU-funded projects;
  • Keeps abreast with the latest developments within the Energy and Water Agency;
  • Support the Senior Policy Executive and the Professional Executive (Communications) in the undertaking of other tasks as directed.

4.0 Eligibility requirements
By the closing time and date of this call for applications, applicants must satisfy the following criteria:

  • Qualification:
    • A recognised Master’s qualification at MQF Level 7 (subject to a minimum of 60 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2008) in the field of Communications, Marketing or a comparable professional qualification,
      or;
    • A recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003 in the field of Communications, Marketing or a comparable professional qualification plus two (2) years relevant work experience.

Due consideration will be given to applicants who

  • Have participated in the implementation of projects financed under EU funding programmes;
  • Have experience in Public Service management and procedures;
  • Have had exposure to the industry and services sector.

Furthermore, the applicant would be expected to

  • Be a person who can work on his / her own initiative;
  • Be able to work within a team;
  • Be flexible in work patterns and also working hours;
  • Have excellent communication skills;
  • Possesses good self-management skills;
  • Be organised and meticulous in his / her work.

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.

6.0 Selection procedure
Eligible applicants will be assessed by management to determine their suitability for the position.

7.0 Salary
The salary for the post of Professional Officer (Communications) is Grade V of the Energy and Water Agency’s salary structure, which in year 2024 is €34,900 per annum, including allowances. Additionally, the Policy Officer is also entitled to an annual Performance Allowance of up to a maximum of 15% of the basic salary.
