The Director (Strategy & Digital Innovation) shall provide leadership in the development and implementation of strategies, policies, plans, programmes and projects falling within, or related to, the remit of the Agency and provide effective direction towards the implementation of set goals and objectives under his/her responsibility.

Main Responsibilities

  • Provide support and advice to the Chief Executive Officer and take the lead in processes that are necessary for the administration of the departments, Directorates and sections within the Agency;
  • Take the leading role in the implementation of the Digital Justice Strategy Malta (2022 – 2027) at the Court Services Agency;
  • Direct and control the development, implementation and maintenance of the Agency’s information and communications strategy and systems;
  • Approve, coordinate and control all ICT projects (and delegate responsibility as and when required);
  • Responsible for ICT strategy, security, operations, projects, budgeting and governance, under the direction of the Chief Executive Officer;
  • Develop and co-ordinate the production of strategies, plans and operational programmes involving corporate initiatives within the remit of the Agency, ensuring synergy between the same, and ensuring successful implementation;
  • Participate in meetings on specific areas, chair board meetings or other meetings, perform the necessary follow ups and ensure implementation of decisions taken;
  • Represent the Chief Executive Officer in committees, negotiations and other meetings as necessary;
  • Provide regular reports and updates to the Chief Executive Officer regarding progress in the achievement of approved programmes, projects and initiatives;
  • Design new business processes or re-engineer existing procedures with the primary objective to improve internal efficiency and ease the Agency’s internal and external operations;
  • Provide leadership for the effective implementation of the operational initiatives under his/her remit with a special focus on budget measures, simplification measures and other measures/initiatives;
  • Establish and maintain an effective information base to ensure proper and timely response for requests for information relating to the operations of the Agency;
  • Co-ordinate the implementation of horizontal directives, reforms, strategies and initiatives issued by the Ministry and/or Government which are applicable to the Agency;
  • Establish and maintain effective channels of communication with client groups, and with other Ministries, Departments and Agencies, to enhance the exchange of information and ideas on matters of common interest;
  • Establish an effective working relationship and communication with all Directors and Registrars within the Agency and the Heads of Departments and Entities within the Ministry’s for the achievement of the Agency’s objectives;
  • Ensure implementation of and adherence to the service standards applicable to the Agency;
  • Keep the Chief Executive Officer informed and updated of major developments both at EU and local levels as well as organizational developments and Government horizontal measures that may impact the Agency’s operations;
  • Assist in project processing and management, including project appraisals, preparation of respective project documentation, writing policy proposals, preparing timely supervision reports, portfolio reviews and progress reporting;
  • Ensure compliance with mandatory reports guidelines such that results and major milestones are properly documented, captured and disseminated to the Agency’s senior management;
  • Assess risks that may hinder timely results and in this respect be prepared and flexible to adopt contingency plans to impede failure;
  • Ensure that the Chief Executive Officer is promptly informed of major issues; provide advice regarding appropriate action plans; carry out the necessary follow-ups and ensure the required implementation;
  • Conduct planning at strategy level, develop planning documents (options papers, concept papers, strategic analysis papers, etc.) and to that end, coordinate input from relevant stakeholders;
  • Provide direct leadership to the human resources assigned to the Strategy and Digital Innovation Directorate, monitor their performance and assist them as may be required;
  • Evaluate the abilities and performance of assigned subordinate staff, preparing written assessments of their performance, discussing their performance with them, pointing out areas in which improvements are needed;
  • Assist in the compilation of periodical reports, including the Agency’s Annual Report;
  • Perform any other duties as directed by the Chief Executive Officer..

The Director (Strategy and Digital Innovation) may be required to work outside normal office hours.

Salary and Contract Information

  • Contract type: 3-year Definite contract with objective reason (Regulation 7(4)(b)(i) of Subsidiary Legislation 452.81 entitled ‘Contracts of Service for a Fixed Term Regulations’);
  • Probationary period: Twelve (12) months;
  • Salary information: The basic salary (at 2024 rates) for the position of Director (Strategy and Digital Innovation) at the Court Services Agency is €41,433 per annum. The selected applicant shall also be entitled to a transport allowance, a communication allowance, an expense allowance, a monitoring allowance, a training allowance and a performance bonus of up to 15% of the basic salary.

Qualifications and Experience Required
By the closing time and date of this call for applications, applicants must be:

a) i) Citizens of Malta; or

ii) Citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

iii) Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

iv) Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (i), (ii) or (iii); or

v) Third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

vi) In possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (ii), (iii), (iv) and (v) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

And;

b) i) In possession of a recognized Master’s qualification at MQF Level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent) in Management or Leadership or Business Administration or Strategy or ICT or a comparable professional qualification, plus five (5) years’ relevant work experience of which one (1) year must be in a management position; or

ii) In possession of a recognized Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent) in Management or Leadership or Business Administration or Strategy or ICT or a comparable professional qualification, plus eight (8) years’ relevant work experience of which three (3) years must be in a management position;

And;

c) Have an in-depth knowledge of Strategic Management; and

d) Have good management skills, including a good sense of judgement and decision-making abilities; and

e) Proficient in the Maltese and English languages; and

f) Of conduct which is appropriate to the position.

* In the absence of documentary evidence as to the ECTS/ ECVET credits or other system of measuring the course content, the selection board is to evaluate the submitted programme of study and determine that it is comparable to 180 ECTS/ ECVET credits. The advice of the MQRIC may be sought.
