Job Description

Function: Chief Operations Officer.
Unit: Property Projects and Architect Services.
Section: Building Projects Management.

Overall Purpose
Overseeing and managing construction projects from inception to completion, ensuring they are delivered on time, within budget, and to the specified quality standards. Involved in coordinating with clients, contractors, and other stakeholders, managing Project teams, and ensuring compliance with safety and regulatory requirements. Ensuring that all project activities align with the project’s objectives and organisational goals, while effectively managing risks and resources.

Key Responsibilities
The job holder will be responsible for:

  • Project planning: Developing comprehensive project plans, including scope, schedule, budget, and resource allocation, to guide project execution
  • Team leadership: Leading and managing multidisciplinary project teams, providing direction, motivation, and support to achieve project objectives
  • Stakeholder communication: Serve as the primary point of contact for project stakeholders, including bank units, contractors, suppliers, and regulatory agencies, ensuring clear and effective communication throughout the project lifecycle
  • Risk management: Identifying, assessing, and mitigating project risks, and proactively addressing potential issues to minimize disruptions and delays
  • Budget management: Monitoring project costs and expenditures, ensuring adherence to budget constraints and implementing cost-saving measures where possible
  • Schedule management: Developing and maintaining project schedules, closely monitoring progress, and identifying opportunities to optimize timelines and mitigate schedule risks
  • Quality assurance: Establishing and enforcing quality standards and specifications, conducting regular inspections and audits to ensure compliance with project requirements
  • Contract administration: Overseeing contract negotiations, administration, and compliance, ensuring that contractual obligations are met, and any disputes are resolved in a timely manner
  • Health and safety compliance: Ensuring compliance with all relevant health and safety regulations and standards, implementing measures to promote a safe working environment for all project stakeholders
  • Change management: Managing changes to project scope, schedule, and budget, assessing impacts and implementing appropriate change control processes to minimize disruption
  • Documentation and reporting: Maintaining accurate project documentation, including progress reports, meeting minutes, and correspondence, and provide regular updates to project stakeholders on project status and performance

In addition to the specific functions, management may assign more duties as required for the job from time to time

Attitude:

  • Strong understanding of construction methods, materials, and techniques
  • Willingness to remain updated continuously on areas related to the role

Required Experience:

  • Previous proven work experience of at least three (3) years in project management, managing local building projects

Required Education:

  • A Minimum MQF Level 5 Diploma in Project Management and/or related field
  • Driving license

Educational Equivalent:

  • An additional two years of proven work experience directly related to the area

Desirable:

  • Certification / Qualification in Prince
  • PMP, CCM, Prince2 or related field
  • Be fluent in the Maltese language
