We are currently seeking a Senior Manager (Human Resources and Administration) to join our team.

Duties and responsibilities

  • Human Resources
    • The overall management and development of all HR aspects including:
    • Development of the Authority’s organizational structure
    • Preparation of calls for recruitment of employees
    • Participation in the selection committee for recruitment of employees
    • Development of a continuous learning approach through regular training for employees
    • Talent management
    • Management of the HR department, including handling delicate individual issues
    • Processing requests for compensation, fringe benefits, vacation leave, sick leave and special leave
    • Fostering employee relations
    • Other work which is generally related to Human Resources management.
  • Administration
    • Attend meetings, take minutes and prepare reports
    • Manage internal office organization
    • Manage projects and ensure compliance with deadlines
    • Prepare reporting on various matters

Eligibility criteria

  • Eligibility to Work in Malta
  • Applicants must fall under one of the following categories to be eligible to apply for this post
    • a. Citizens of Malta
    • b. Citizens of Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers
    • c. Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers
    • d. Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the law or the above-mentioned EU legislations and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c)
    • e. Third country nationals who have been granted long-term residents status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’
    • f. In possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e)above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Working languages
Applicants must be able to communicate fluently in the Maltese and English languages.

Academic qualifications
Applicants must be in possession of a qualification at MQF Level 7 subject to a minimum of 90 ECTS/ECVET credits, or equivalent, or a minimum of 60 ECTS/ECVET credits for awards supported by a formal recognition issued by the MFHEA, or a comparable professional qualification.

Experience
Applicants must have five years of experience in a managerial position.

Moral Character
Applicants must have a good moral character and are expected to submit a recent (not more than one month old) police conduct certificate.

Salary
The salary attached to the Post of Senior Manager (Human Resources and Administration), shall commence at €31,681, rising up to a maximum of €35,525. With the prior approval of the Executive Chairperson, the employee may also be eligible for the following allowances if they are directly related to his / her duties within the Authority:

  • i. A communications allowance of €1,600 per annum
  • ii. An expenses allowance of €1,000 per annum
  • iii. A continuing professional development allowance of up to €700 per annum
  • iv. A performance bonus of up to 15% on the gross basic wage

Terms and conditions

  • i. The selected candidate will be engaged on an indefinite contract
  • ii. The appointment is subject to a probationary period of twelve (12) months
