Job Description

We are currently seeking a Manager (Licensing) to join our team.

Duties and responsibilities

  • i. Reports to the Chief Officer Licensing and / or the Executive Chairperson.
  • ii. Verifies whether submitted documentation is compliant with the legislation as per approved procedures.
  • iii. Carries out due diligence on individuals according to established practices.
  • iv. Vets business plans and other financial documents to verify whether cannabis harm reduction associations (CHRAs) are compliant with requirements that they operate on a not-for-profit basis, as per parameters and procedures set by the Authority.
  • v. Verifies that the documentation related to the cultivation and distribution of cannabis submitted by CHRAs are compliant with the approved scope of operations.
  • vi. Communicates with other entities including the Police and testifies in court on cases related to their work.
  • vii. Contributes towards the preparation of standards, procedures, protocols and binding instruments.
  • viii. Draft reports and publications.
  • ix. Participates in workshops and conferences.
  • x. Maintains awareness towards national and international developments in their line of work.
  • xi. Explains and presents the Authority’s vision to stakeholders.

Eligibility Criteria

  • Eligibility to work in Malta.
  • Applicants must fall under one of the following categories to be eligible to apply for this post.
    • a. Citizens of Malta.
    • b. Citizens of Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers.
    • c. Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers.
    • d. Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the law or the above-mentioned EU legislations and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c).
    • e. Third country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’.
    • f. In possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.

The advice of the Citizenship Unit within the Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e)above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Working Languages
Applicants must be able to communicate fluently in the Maltese and English languages.

Academic Qualifications

  • Applicants must be in possession of a qualification at MQF Level 7 subject to a minimum of 90 ECTS/ECVET credits, or equivalent, or a minimum of 60 ECTS/ECVET credits for awards supported by a formal recognition issued by the MFHEA, or a comparable professional qualification.

Or

  • 15 years of experience in a similar position.

Moral Character
Applicants must have a good moral character and are expected to submit a recent (not more than one month old) police conduct certificate.

Salary
The salary attached to the Post of Manager (Licensing), shall commence at €29,211, rising up to a maximum of €33,383. With the prior approval of the Executive Chairperson, the employee may also be eligible for the following allowances if they are directly related to his / her duties within the Authority:

  • i. A communications allowance of €1,000 per annum.
  • ii. A performance bonus of up to 15% on the gross basic wage.

Terms and Conditions

  • i. The selected candidate will be engaged on an indefinite contract.
  • ii. The appointment is subject to a probationary period of twelve (12) months.
