The ICT and Business Analyst at the Court Services Agency will perform the following duties at the Court Services Agency / Courts of Justice Malta. The same duties may also be required to be performed at the Gozo Courts as directed by the Chief Executive Officer.

The duties include:

  • Providing technical support as required;

  • Coordinating and supervising the compilation of data used for business reporting purposes and provides the necessary support for their generation;

  • Reviewing ICT Contracts and ensuring that SLAs agreed with the Agency are adhered to;

  • coordinating the change management process and ensuring that users and the public, where applicable, are informed of changes made to information systems following new implementations, upgrades or enhancements;

  • Assisting superiors in gathering the necessary data for the preparation and monitoring of the strategic, budgeting and operational plans of the Agency in the area of ICT;

  • Ensuring that information systems being implemented are used to their optimum, and where necessary, user requirements for new software applications are met;

  • Coordinating training for current and new staff on Information systems in use;

  • Assisting the Agency’s management in the implementation of the ICT Business strategy, business continuity and disaster recovery;

  • Being aware of the GDPR and Data Protection Act and of its importance and relevance to the Agency and advising management on its practical observance vis-s-vis ICT systems of the Agency;

  • Participating in the compilation of the requirements definition and ensuring that the system specifications meet the business requirements of the Agency;

  • Assisting during user acceptance testing to ensure that the system developed meets the business requirements and is according to the specifications agreed to;

  • Assisting and supporting superiors in the understanding of the ICT-Business functionalities of specific business areas;

  • Monitoring and evaluating new technology for its relevance to the Agency and offering advice accordingly in order to take full advantage of such technology available;

  • Keeping abreast with technical and strategic developments and trends within the ICT industry and specific business area/s;

  • Performing other ICT and audio / visual related works or projects as assigned by superiors, as may be required;

  • Carry out any other duties as directed by the Chief Executive Officer of the Court Services Agency.


 An ICT and Business Analyst may be required to work outside normal office hours.

Salary and contract information
The salary for the post of ICT and Business Analyst is in Grade 3 of the CSA salary structure which, at 2024 rates, is €26,028 per annum, rising by annual increments of €584 up to a maximum of €31,284;

The post of ICT and Business Analyst attracts a class allowance of €1500 per annum and an Annual Performance Bonus of up to a maximum of 10% of the basic salary, subject to satisfactory performance;

Contract type: Indefinite;

Probationary period: 12 months.

Qualifications and / or experience required
By the closing time and date of the call for applications, applicants must be:

i) Citizens of Malta; or

ii) Citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

iii) Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

iv) Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (i), (ii) or (iii); or

v) Third-country nationals who have been granted long-term resident status in Malta under regulation 4 of the 'Status of Long-Term Residents (Third Country Nationals) Regulations, 2006' or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the 'Family Reunification Regulations, 2007'; or

vi) In possession of a residence document issued in terms of the 'Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of Northern Ireland from the European Union and the European Atomic Energy Community Regulations'.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (ii), (iii), (iv) and (v) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

And;

  • Able to communicate in the Maltese and/or English languages;


And;

  • In possession of a recognised qualification at MQF Level 5 (subject to a minimum of 60 ECTS / ECVET credits or equivalent*) in Computing and/or ICT, or a comparable professional qualification at MQF Level 5, plus two (2) years relevant work experience in a formal and mature ICT environment;


And;

  • Of conduct which is appropriate to the post applied for and must produce a Certificate of Conduct issued by the Criminal Records Office or other competent authority not earlier than one (1) month from the date of application.


Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.
