Job Description

The Malta Competition and Consumer Affairs Authority (MCCAA) invites applications for the post of Senior Manager (Plant Protection Products).

Overall Purpose of Position
The Senior Manager of the Plant Protection Products (PPPs) unit will manage the PPP Unit and follow PPP technical and regulatory matters closely and be able to oversee the evaluations and decision for the implementation of PPP Regulatory Affairs and Authorisations within MCCAA. In addition to sufficient technical understanding and skills, the job holder will be an excellent forward-thinking leader and manager, who has an understanding and know-how in of area of PPPs with a special focus on the Regulatory and Technical aspects.

The areas of responsibility include all PPPs related sections within the regulatory and authorisation scope. This will include closely following ongoing regulatory discussions at EU level, procedures and clearances for voting at Commission and Council level, keeping abreast with technical requirements for the evaluation procedures of PPPs and managing staff performing work in the PPPs Unit.

Main Accountabilities and Responsibilities
The overall objective of the Senior Manager of PPPs is to manage the regulatory and authorisation aspects of PPPs and day to day operation of the Unit, ensuring that all stakeholders achieve their objectives in line with the regulatory requirements. The selected candidate will be expected to:

  • Lead, manage and motivate the PPPs team so that they are able to meet expectations;
  • Follow ongoing discussions with regard to all regulatory areas, manage MT’s voting positions and oversee any consultations which need to be held with the relevant stakeholders;
  • Keep abreast with the regulatory areas related to PPPs and any changes in the regulatory requirements and their impact on the PPPs and their substances which are authorised in MT;
  • Manage application requests for MT to act as RMS (Rapporteur Member State) or EMS (Evaluating Member State) for PPPs and their substances;
  • To assist in contracts of PPPs with applicants and expert bodies;
  • Oversee and review technical work and assessments with regards to authorisations of PPP and approval of their substances, and advice DG (TRD) on authorisation and approval or otherwise;
  • Actively attend and follow up EFSA and ECHA meetings related to PPPs and their substances;
  • Manage and oversee ongoing applications of substances through IUCLID for which MT is the RMS or EMS;
  • Actively attend meetings and liaise with technical experts when MT is acting as RMS or EMS for PPPs;
  • Advice on issues related to confidential data regarding studies and information found in the applications;
  • Work in a collaborative way with the other senior staff within the Regulatory Affairs Directorate to update and maintain the vision and strategy and their translation into priorities and actions for the team;
  • Assist in ensuring that the quality system of MCCAA is implemented and maintained in accordance with the requirements of SM EN ISO 9001:2015 and any applicable amendments;
  • Assist the Director (Regulatory Affairs) in management issues related to the plant protection products area;
  • Carry out effectively any other duties and responsibilities and undertake other assignments as directed by the Director General’s / Chairperson’s Office.

Qualifications and Experience Requirements
By the closing time and date of this call for applications, applicants must:

  • Be in possession of a recognised degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent*) in Chemistry or Biology or Agricultural Sciences or Earth Sciences or an equivalent degree that provides knowledge directly related to the safety of PPPs; and have at least four (4) years of relevant experience preferably in risk assessment, risk management and pesticides authorisation; or
  • Be in possession of a recognised degree at MQF Level 7 in Chemistry or Biology or Agricultural Sciences or Earth Sciences or an equivalent degree that provides knowledge directly related to the safety of pesticides; and have at least two (2) years of relevant experience preferably in risk assessment, risk management and pesticides authorisation;
  • Have excellent verbal and written communication skills in both Maltese and English;
  • Be in possession of a clean police conduct, not older than six months.

*A recognised qualification comparable to 180 ECTS/ECVET credits, as applicable is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

  • Able to maintain a professional approach at all times.

Working Conditions

  • Expected to work flexible hours in order to meet accountabilities and attend meeting after office hours;
  • May be required to travel;
  • Abide by rules and regulations issued by MCCAA;
  • The nature of this position requires the employee to be physically present during office hours and to work a 40-hour week.
