Job Description

The salary for the post of Professional Officer (Scientific Stream) is in line with Grade 6 of the MCCAA’s Grading and Salary Structure, which in the year 2024 is €27,322 per annum, rising by annual increments of €696 up to a maximum of €32,890. Appointees will also be entitled to the payment of an annual performance bonus of up to a maximum of 10% of their basic salary subject to satisfactory performance, a payment of responsibility allowance of €1,000 and a continuous professional development allowance up to €600 per annum.

The result will be valid for a period of one (1) year from the date of publication.

Job Details
The Malta Competition and Consumer Affairs Authority (MCCAA) invites applications for the post of Professional Officer (Scientific Stream).

This appointment shall be made on the basis of an Agreement for an indefinite period and will be subject to a probationary period of twelve (12) months.

Overall Purpose of Position
To monitor, oversee the market and perform verification checks on products, falling within the remit of the TRD, that are offered for sale and sold to consumers in the local market, as assigned by the Market Surveillance Directorate.

Main Accountabilities and Responsibilities
The selected candidate will be expected to:

  • Oversight and compliance: Monitor the distribution of products that are offered for sale and sold to consumers in Malta and Gozo, ensuring adherence to technical regulations;
  • Plan and organise, coordinate and actively contribute to the monitoring, compliance, and enforcement activities, acting as the main reference point for rules and regulations contributing to a market where less dangerous products prevail;
  • Stakeholder collaboration and education: Provide guidance on technical regulations and best practices to all relevant stakeholders including manufacturers, importers and vendors. Lead public education and outreach programmes highlighting practical tips to buy safe products, their safe use and risks posed by non-compliant products;
  • Data management and reporting: Document, analyse and disseminate findings from inspections, tests and investigations. Work closely with MCCAA and Government entities including Malta Customs to guarantee precise data recording and storage, and act upon relevant advisories;
  • Continuous learning and representation: Stay abreast of global and national developments in rules and regulations on products. Represent Malta in workshops,
    seminars, meetings and conferences, ensuring the nation’s best interests are articulated and understood;
  • Risk assessment and feedback: Collaborate with scientific teams to assess risks linked to specific products, recommending necessary actions. Continuously provide insights on improving regulatory frameworks, especially from a compliance viewpoint, while contributing to the enhancement of the Authority’s performance. Assist and participate in audits, and in acquiring third-party services as well as collaborating with them.

Other: Undertake any other duties and responsibilities effectively and undertake other assignments as reasonably directed by the Director General, Director or the Chairperson’s Office.

Working Conditions

  • i. Expected to be physically present during office hours but there might be other occasions to attend to work after office hours as deemed necessary;
  • ii. May be required to travel on business;
  • iii. Abide by rules and regulations issued by MCCAA and meet stipulated deadlines;
  • iv. Consult with other entities as may be required;
  • v. Adhere to ethical standards and integrity at all times;
  • vi. May be required to drive company vehicles if licenced.

Qualifications and Experience
By the closing time and date of this call for applications, applicants must:

  • i. Be in possession of a recognised degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent) in chemistry, biology, or
    other equivalent related scientific fields;
  • ii. Have excellent communication and writing skills in both English and Maltese languages; and
  • iii. Be in possession of clean police conduct, not older than six months.

Experience in compliance and / or knowledge of European Community regulatory framework will be considered an asset.
