Job Description

The Malta Competition and Consumer Affairs Authority (MCCAA) invites applications for the post of Technical Officer (Laboratory Services).

Overall Purpose of Position
The Technical Officer (Laboratory Services) role is to perform work involving laboratory sampling and testing, mainly in relation to construction material, such as fresh / hardened concrete and asphalt.

Main Accountabilities and Responsibilities
The selected candidate will be expected to:

  • Perform the taking and handling of samples following the stipulated procedures;
  • Undertake test analysis according to the relevant quality procedures, working procedures and standard operating procedures;
  • Write technical procedures and standard operating procedures;
  • Perform maintenance of adequate records relating to all aspects of testing and quality activities;
  • Perform maintenance of laboratory facilities in an efficient and economical manner and the cost-effective utilisation of resources;
  • Take any relevant health and safety precautions in the laboratory and outside the laboratory as required;
  • Ensure accurate and consistent testing procedures;
  • Report any identified deficiencies or malfunction to the Technical Manager; identification and recording of any non-conformances and/or any potential nonconformances; correction of any non-conformances and potential non-conformances;
  • Improve the laboratory and/or quality activities on a continuous basis;
  • Carry out duties in accordance with the accredited laboratory management system;
  • Maintain institute recognition / accreditation;
  • Remain familiar with technology and standards related to job requirements;
  • Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the respective Director, Director General or the Chairperson’s Office.

Qualifications and Experience Requirements
By the closing time and date of this call for applications, applicants must:

  • Be in possession of at least O’ level standard of education, including a pass (at least at grade 1-5, grade C or a comparable level) in five (5) subjects at MQF level 3 which must include Maltese, English and Mathematics;
  • Preferably be in possession of an ECDL certificate;
  • Have at least three (3) years of relevant experience in a laboratory / testing environment;
  • Have excellent verbal and written communication skills in both Maltese and English; and
  • Be in possession of a clean police conduct, not older than six months;
  • Relevant technical qualifications shall be considered an asset.

Knowledge, Skills and Competences

  • Knowledge of working within an ISO9001 and/or IS17025 system;
  • Hands-on skills in implementing designated solutions and competence in sampling;
  • Competency in handling and performing tests in relation to construction material shall considered an asset.

Working Conditions

  • The selected candidate may be required to work flexible hours and/or on a roster basis shifts from Monday to Sunday.
