1.0 Introduction
The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Policy Officer (Energy Systems and Markets) (Grade V) with the Agency.

The Policy Officer (Energy Systems and Markets) will assist the Chief Executive Officer and the Chief Policy Officer in the implementation of tasks within the Energy Unit.

The Policy Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.

2.0 Duration of assignment and Conditions
The position of Policy Officer is on an indefinite contract basis and subject to a probationary period of 12 months.

3.0 Duties
The duties of the Policy Officer (Energy Systems and Markets) may include inter alia:

  • Assists in work on the development of energy policies including policy issue identification, research, consultation, data gathering and analysis, preparation of options and recommendations and implementation of policy frameworks; 
  • Contribute towards the development of national energy plans including specific plans required by sectoral EU legislation;
  • Identify policy gaps and design studies necessary to address these gaps;
  • Monitor market developments including opportunities for demand-side management and consumer empowerment through digitalization;
  • Identify technology solutions which enable the efficient integration of renewable energy;
  • Represent the Agency on technical committees;
  • Drafts and maintain documentation and/or other related systems that articulate the Energy and Water Agency’s policy positions and/or procedures to the relevant internal or external stakeholders; 
  • Assists in developing methodologies and survey instruments to determine the level of knowledge with regard to energy demand management, energy technologies, etc.; 
  • Design surveys, and recommend data collection tools and techniques to improve the data quality and knowledge about national energy consumption within the various sectors;
  • Organise, analyse and validate relevant data collected from various sources;
  • Assist with the development of computational models and scenarios to assess the impact of specific policy measures;
  • Prepares and presents reports and other documentation to senior management as necessary; 
  • Any other task assigned by the Chief Executive Officer.

4.0 Eligibility requirements
By the closing time and date of this call for applications, applicants must satisfy the following criteria:

  • Qualification:
    • A recognised Master’s qualification at MQF Level 7 in Engineering, Analytical Science or a comparable professional qualification, Or;
    • A recognised Bachelor’s qualification at MQF Level 6 Engineering, Analytical Science or a comparable professional qualification plus three (3) years relevant work experience;
  • Specific Experience:
    • Due consideration will be given to applicants who have experience in one or more of the following:

(a) Electricity and / or gas systems;
(b) Electricity markets;
(c) Digital solutions for energy systems;
(d) Data analytics;
(e) Energy EU legislation.

Furthermore, the applicant would be expected to

  • Be a person who can work on his / her own initiative;
  • Be able to work within and lead a team;
  • Be flexible in work patterns and also working hours;
  • Have excellent communication skills;
  • Possesses good self-management skills;
  • Be organised and meticulous in his / her work.

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at the application stage.

6.0 Selection procedure
Eligible applicants will be assessed by management to determine their suitability for the position.

7.0 Salary
The salary for the post of Policy Officer (Energy Systems and Markets) is Grade V of the Energy and Water Agency’s salary structure, which in year 2024 is €34,900 per annum, including allowances. Additionally, the Policy Officer is also entitled to an annual Performance Allowance of up to a maximum of 15% of the basic salary.
